What the money actually buys

Interest on money borrowed by previous governments, ₹34,162 crore of it owed to foreign lenders. It is the carrying cost of past borrowing rather than a purchase of anything this year; repaying the principal is a separate transaction elsewhere in the accounts. This is the single largest line in the budget, bigger than everything spent on defence.
