What the money actually buys

Mostly capital put into state-owned telecom companies: ₹72,514 crore to BSNL and ₹1,196 crore to MTNL. A further ₹18,500 crore goes to the Universal Service Obligation Fund, which pays operators to run networks in places they would not otherwise serve.
